Coaches submit their rankings of all central district teams (except their own) during the week prior to October 8th. The submitted rankings are tabulated/summed to result in overall totals for each team.
On the 8th, coaches participate in a on-line district selection process; 1st choice to the lowest ranked team, followed by the second lowest ranked team, continuing in reverse order through the 16th ranked team. Then, the top ranked team has the opportunity to select the district in which they wish to compete, or they may pass if they want to see where others chose prior to making their choice. The process continues down to the 15th ranked team...
16 spots are allocated to each of the three districts (this year, it varies from yr to yr). If a 17th team team selects into a district, the lowest ranked team previously selected into the district is bumped into another district... the lower ranked team may or may not have a choice as to where they are bumped, depending on available openings and their relative overall rank.
The process continues until each of the three districts are filled.
Many considerations may factor into the choice of district, it may not be always about competitive advantage. Logistics matter for some coaches, time of day/expected course conditions, Homecoming dances, common coaches for B&G teams... Buckeye game times...

Not only has Mas. Jackson never won a XC state title, but look how few state titles they have in other sports as well.

Would be cool to see them win a state title in XC this year considering how small their collection of state titles in all sports is. They could possibly do that. The 4-5 gap on the Mason team is suspect

No, just talking about D1 boys (I am not so familiar with D2 and D3).
Indeed, Lancaster is one of the state champs from the SE regional. Which year were they state champs?
Any other D1 boys teams from the SE regional that have become state champs?
When was the last year there was a D1 SE regional or district? All district tournaments in the SE are not D2 (2 districts) and D3 (also 2 districts) and they are held at Rio Grande.
Were some of the schools previously D1 or as they called them years ago, AAA?
With how competitive the Central region os for D1, it almost seems like another region should be created. Some team from the central region is always left out of advancing to the state meet where a less competitive team from another region ends up going on.
There are a handful of DI schools in the E/SE districts. Most (except Logan) are currently near the typical enrollment boundary between DI and D2 and seem to bounce back and forth with each renewal. District assignments for these schools have varied over the years, with the E/SE teams sometimes running their own district with qualifiers feeding to Pickerington (especially in TF). This year, Chillicothe, Logan, Tri-Valley and Zanesville) were included in the Central District seeding and draw process. It seems Dover and New Philly are included in the NE field this year. Athens and Marietta are apparently D2 for XC this season.
