For example, contrary to your "if it were so" fantasy scenario, how would Kenyans be in any position to dispute or correct Coe? Even less than the AIU and Coe, Kenyans simply would not have access to complete data from ADAMs, or NADOs, or RADOs, for other non-Kenyan countries and athletes. Not only is that pure fantasy, it makes no rational sense.
The fact is that Coe can only speak as an authority for the WA/AIU, and the AIU tells us each year their testing is neither complete, nor uniform. Their testing is supplemental.
In order to confirm, corroborate, dispute, or correct Coe's verbal statement provided to the press, without basis or context, we will need to wait for WADA to publish complete data when they produce their 2022 ADRV report with input from all WADA signatories combined.

Besides already providing many AIU published facts about the AIU and how they strategically bias their testing as a function of the product of high performance and suspected doping, and how they don't report NADOs and RADOs testing, perhaps the next best approximation of 2022 facts and figures is to look at WADA's testing report for 2021, just published in January 2023. On page 201, we can find statistics for athletics.
Out of a total of 181 "AAFs" in the sport of Athletics, here are some selected entries of AAFs by ADO:
- AIU: 28 - 15.5%
- AKAD: 9 - 4.97%
- USADA: 20 - 11.0%
- RUSADA: 13 - 7.18%
- India: 16 - 8.84%
- Kazahkhstan - 7 - 3.87%
- Nigeria: 5 - 2.76%
Some 2021 facts:
- 40% of 181 AAFs would be 72. The AIU, AKAD, USADA, and RUSADA combined gives 70.
- Supposing Kenya was 100% of the AIU's AAFs, this gives a worst case of 37/181 AAFs, or 20.4%.
- On the other end of the spectrum, if only 40% of AIU AAFs are Kenyan, this means AIU had 11 Kenyan positives, for a total of 20/181, or 11% (similar to the 12% WADA reported for Kenyan ADRVs in 2019). As far as nations go, this compares to the nations like the USA, and India (not counting AIU AAF's).
- Given WADA will probably publish their 2022 testing report probably next year, and their 2022 ADRV report the following year, anything Coe says in November 2022, about 2022, would surely be premature.
Conclusion: assuming Coe knows what 40% means, Armstronglivs surely doesn't.

But this could be explained to you one hundred times and you would not get it or would not admit if you got it.
