It's worse than that. Those 130,000 troops are new conscripts as of tomorrow, April 1. No training whatsoever yet. Totally useless on a modern battlefield. Even by Russian law, they can't be sent outside of Russia. So the fraction that completes training, and then agrees to a volunteer contract during wartime, will be ready to be cannon fodder many months from now.
I don't know if Russia is giving up any time soon, but Adult should give up now if that's the best he can come up with.
