I don´t think it was about tactics. Jagger does´t seems to be in the same shape as earlier this summer.

The slow pace sure didn't help.
OMG! These Kenyans were super fresh going into the last 400 with all those barriers they jumped. There was just no way Jager could unleash anything like that.
