Fine; guarantee was too strong of a word to use. There are probably several hundred million dogs in the U.S. They're not going anywhere. Whether you like dogs or not - yes - I do think that it would be intelligent for a runner to get some understanding of dog behavior so that they can avert negative situations without having to resort to force. Dogs are always going to chase runners if they aren't properly trained. However, it's very rare that they will actually attack. Obviously dog owners should have their dogs under control, but with the number of dogs in this country, chances are you're going to run into a few who aren't.
