Gun time determines place and is the official time.
From my BofA Chicago Marathon official finish email:
"The recorded finish time will be the gun time for Elite and Top 100 participants, and chip time for everyone else."
I believe that means that there were two guns, one for the "Elite" start and one for the "Top 100", and the rest of the runners would start filing in after the second gun went off for the top 100. In other words, that is more of an issue of what you can later tell people your marathon pr is after crossing the start line 45 seconds after the "Top 100 gun," and not so much an issue of prize money. If there were only one gun, that would mean every "Top 100" runner would have to add 5 minutes to their time.
