No way. Those meets all had way more than what is listed. Guessing they had no way to track the numbers. 5000 is just the number of tickets sold this year. People were pouring into those other courses from all over the place.
You will NOT be able to park on Earlysville Road, nor should you try to run or bike along it. Whenever I see someone biking there, it's a hazard to themselves and the motorists. I've only seen one person trying to run on that road in 10 years, and I assume it was a resident and that they weren't going far. You cannot get to Panorama Farms safely on foot via Earlysville Road.
There are usually volunteers at the intersection of Panorama Road and Earlysville Road, and I expect that this time they'll be checking to see if you're a resident, since traffic is restricted. Panorama Road, in the residential part, is not wide. Parking alongside it will block the team vans and buses bringing in the paying spectators. You'll probably get ticketed or towed. I know at least three people who live on that road that might even personally deflate your tires if you're parked along their property.
If you're stubborn enough to try to walk in, once you get onto Panorama Farms, the road in is narrow and steep, with bad footing along the sides. If you're trying to travel this way on foot or bike, you WILL be blocking the shuttles. That will slow down the trips for the people who paid to attend the meet.
I'm sorry that you didn't buy your tickets earlier. They went on sale October 17. I got an email and bought them immediately. Too bad for you. I know high school coaches who have been planning this for two months, and they bought all their tickets weeks ago. This is not on UVA, this is not on Vin, this is not on the owners of Panorama Farms, and it's not on the NCAA. This is on you for not buying your tickets in advance.
When I'm riding in on the shuttle, I will call the police and report trespassing if I see Panorama Road lined with cars. Go to a bar on the corner and watch the meet on TV. Pick up a ticket for the Duke/UVA football game. Or drive up to Harrisonburg and see JMU plan, because they're the best football team in the state right now.
It's not as though everyone buying their tickets early would have solved the problem. There were only so many tickets. No matter how early the tickets were bought, the same number of people would be left on the outside, wanting to be on the inside.
You are correct. Illogical people tell people to purchase early as if that changes anything. 5000 is 5000. If we all moved our purchase date back by 30 days, nothing changes except earlier complaints.
We can't wait to host you at Panorama Farms for the 2023 NCAA Cross Country Championship.

Anyone know how to transfer a ticket that’s in Apple Wallet to another person?
This happened to me when I first got my tickets. I'm assuming if you go to the UVA Tix website and try to transfer, it says you don't have any available, presumably because they were sent to your Apple Wallet? I reached out to customer service, and they made them transferrable again on UVA Tix. Worst case, you could meet the person at the mall and board the bus together.

They had capacity for 20% more tickets to be purchased than had been bought in any other year in the last 5 years. That is a reasonable capacity.

Well aren’t you special! Unlike the general public, you’re on the hot email list!
Look bub! Some people had inside information that the reason they suggested buying tickets early was because there were only going to be X amount available. If the NCAA had made that perfectly clear, and stressed it earlier, then it would have sold out a lot earlier, people would then have realized access is too limited, they would have raised their voices then, and then with plenty of time to do something about it, either the plans would have been changed to accommodate more fans, or not.
But maybe it’s the locals like you that would have NIMBY to resist any changes, so they kept it quiet?
