Absolutely. Really smart running. But I think she may have done this too many times this year. An advantage to this kind of tactical running is the element of surprise. If Wightman had done what he did to Ingebritsen in a DL race a month before the WC, he would not have been a world champion. Jakob would not have let him pass him with 200m to go in the final. I think that Moraa has been successful with her tactics, but if I'm KH I don't let her slow down the pace of the race again. Moraa may still beat KH (she's improved her times this year and she has shown she's able to run weirdly paced races). But she will have to do it in a different way.

Moraa’s tactics are tough to beat for Keely because a) she’s likely capable of a similar flat-out time b) she has better sprint speed so Keely can’t beat her to the pole position and c) she’s got an exceptional knack for both going out lightning quick and later having a distinct sprint finish - hard to do in a reasonably fast 800.
Mu doesn't have it this year. She ducked the competition at Eugene for fear of showing it.

I also think that Mu is likely winning in Budapest. But I was commenting on KH vs Moraa, and while I agree about the difficulty, particularly as I accept your points b and c (because Moraa has proven both). But I don't agree with a because, so far, Moraa has not shown she can run 1:55; she may be able to do it, but she has not done it so at this point this is just speculation.
I think that while Mu has run a faster 400 than Moraa, her recent 1500 proves she's been working hard on her endurance and may be almost as uninterested as Keely in a race that is decided in a final sprint, so her interests and KH's seem to be aligning this year. In any case, I think it will be very exciting to watch!
