The closest I've found is this article from April 1, 2020 where Dr. Fauci said it would take at least 12 to 18 months. Granted, the only expert I've looked at is Fauci, but in retrospect Fauci was pretty accurate with his timeline of when a vaccine would be available. Initially, he was understandably cautious, but mostly he said a vaccine would be available in early 2021 or maybe even December 2020. Which is EXACTLY when a vaccine became available here.
Here's the earliest prediction from Fauci that I could find - from March 3, 2020. Again, he said it would take at least 12 to 18 months. It ended up taking about 10 months from that date, so he was off by about 2 months. Not bad for a prediction given in the earliest days of the virus outbreak here, when so much was unknown.

clearly, the truth was not known at the time. Fauci and no one else knew if the vaccines would work. So he didn't want to guarantee anything. Drugs fail in trials all the time.
That said...I think Fauci paid too much attention to managing expectations and not enough simply saying 'here's what could happen: We could have vaccines in November 2020, they could be in June 2021. We don't know'
Instead he tried to manage expectations though conservative estimates. Not ideal.

Some of the primary reasons that vaccine development and trials can take years are:
1) Phase 3 trials involve vaccinating half the group and then waiting until a sufficiently large (100+) number of the participants contract the disease. In the case of chickenpox, no one can seriously expect babies to get chickenpox within months of enrolling in the trial. It can take 10+ years for enough people to get sick.
2) Vaccines are intended to be 100% effective at keeping people from contracting the disease (and then spreading it) while preventing any side effects from the vaccine. The push from 95% effective to 100% takes a lot of time. However, since there is a coronavirus pandemic right now, the powers that be decided that a vaccine that is (so far) 100% effective at prevent covid death is worth authorizing and distributing. If measles were killing thousands of Americans each day, you can bet that the vaccine would be delivered much sooner.
Is it really so difficult for people to understand that there are different types of vaccines and that some predictions refer to specific types of vaccine???

"Up to 18 months" turned out to be true since 9 months (or whatever it turned out to be) is less than or equal to 18 months.
That a vaccine has been synthesized and is ready for trial did not guarantee that the trial would be successful.
