That would be a lie. The reason millions of people believed there was fraud was because because he told them so and after the investigations were complete, he provoked an attack on the U.S. Capitol. Asking the Georgia Secretary of State to committ election fraud was not on the behalf of tens of millions of Americans.

But the 'incitement' accusation will go nowhere. He riled them up but never told them to commit sedition.
