This suggests that there is non-public evidence from investigations that they think is more compelling. I guess we can't rule out that the handlers are making a serious blunder, bringing a case that isn't sufficient to break the partisan's lines.

to tell trump and other future presidents that they will be punished if they pull this stuff again.
I agree that the dems have concluded that Trump really did violate his oath of office and attached the constitution. They regard impeachment as their duty.
On the other hand, the reps are now wandering in a political fog with no clear way out. Their leader is badly damaged goods, but his constituency can still break them -- not only break the party but also destroy individual careers. Obviously, many of them will do the safe thing and vote against impeachment.
Compounding the need to placate the Trumpian base is the fact that 20 republican senators are up for reelection in 2022. Of those, only Toomey (of PA) has voiced some support for impeachment. Four senators on the list have already lined up against impeachment (Thune, Rubio, Johnson & Paul). Predictably, they ignore the merits of the case, instead arguing that impeachment of a departed official is procedurally wrong and would needlessly inflame the many who still believe the election was stolen.
In short, don't look for much courage.
