Rasmussen's methodology is a lot different from every other pollster. Their phone surveys use only landline phones so they can use auto dialing and 3/4 of their sample is an online panel.
Alternatively, Gallup and other more traditional pollsters split the sample between mobile and land line numbers (no online), with at least 50% from mobile. This is a lot more expensive since they cannot auto dial and it is the reason Gallup cut their daily survey back to bi-monthly a few years back.
That is not to say that Rasmussen is necessarily less accurate, but it helps explain why their results are so different.

It seems Rasmussen does not take "No opinion" as an option. The Disagree and Agrees add up to 99%. That cannot be right. It is also odd to add Somewhat Approves and Diehard Approves (teh same goes for the Disapproves) together.
