Tanzania had the top ranked 1500 guy and the second ranked man over 5000m, and both were around 20.
The fact that Tanzania and Kenya have since had completely different trajectories is very obvious and Subway's explanation is likely the correct one.

15 Kenyans and 2 Tanzanians have run sub 3:41.5 for 1500m
16 Kenyans and 2 Tanzanians have run sub 13:36.6 for 5000m
15 Kenyans and 1 Tanzanian have run sub 28:42.8 for 10000m
3 Kenyans and 0 Tanzanians have run sub 2:20.00 for the Marathon
17 Kenyans and 1 Tanzanian have run sub 8:39.2 for the 3000m St.
The majority of those times were achieved in the 2nd half of the 1970s.
