This post summarizes EXACTLY the problem people on this thread have. IT DOESN'T MATTER IF IT SHOULD BE A DQ; IT ONLY MATTERS WHAT THE RULES BOOK SAYS. And according to the rules book this is a clear DQ. It falls under IAAF Rule 163: Obstruction. We have to "change the rule" in order to make it fit YOUR definition of a DQ.
It is like the arguments regarding what is a catch and what is not a catch in the NFL this past season. You can agree or disagree with the rules but they are still the rules. The runner here clearly moved from lane 1 into at least the outside of late 2 in order to prevent the oncoming third place runner from passing. Lanes are four feet wide so this is a significant distance to move right. Contact is NOT a requirement; only impeding the progress of the other runner matters. She was not moving right to avoid a lapped runner as this person was at least 10 meters in front of here with only maybe 30 meters to go. She has a free straight line to the finish line so there is no reason to divert her direction.
Actually it doesn't even matter whether she did it "IN ORDER TO PREVENT...". All that matters is she did it and impeded; intent is not relevant.

How on earth would this be a DQ? Hassan was ahead of Muir and was clear to move right in to unoccupied space. Muir could still have passed further to the right if she was actually fast enough. This is all totally normal racing.
