What you posted does not assure us the competition in 13:10 shape.
In "xx:xx" shape is used to speculate about what fitness the athlete had on a given day. In other words, if pushed and going for it how fast could they have run on that given day. It is NOT how fast the athlete ran on a given day, as that is called a "race result". Extending it out further by this logic, that 2012 Olympic 5k everyone must have been in 13:40 shape or worse.

Given #3, you'll have to explain how Lausanne then is any sort of proof that the guys on that day were in 13:10 shape. Unless they get dropped running 13:10 pace, which none of the relevant Africans did, then the race doesn't tell you much about the competitors fitness on a given day.
Now, if you're referring to the bottom half of non contenders that ran 13:30+ and were dropped well before the bell...carry on.
