Given the actual FACTS (i know liberals hate that word - sorry!), maybe the city of Raleigh should put up 'pimps & hoes' frat party flyers all over town in an attempt to reduce crime..
.61% is .61/100 or 611/100,000 or about twice the Raleigh rate of 311.3/100,000.
So, if your first # was right, then you are way off base.
