Side-reply: I'm not sure how this would play out - whether it would give the NY/NE an advantage or a disadvantage. To negate either, I believe all regionals should be as equal as possible - I believe you've previously written the same idea, specifically in regard to Calif having an unfair advantage because their teams get to run State meet and Regional as one and the same (so, one peak instead of two).
I think NY and New England should run as one region. Tough for New Englanders, but... perhaps power will shift in the future - especially if, say a few coaches move eastward;-) Penn and NJ can move to new mid-Atlantic region.
Then if we could get all NXRs to happen on the same day! Adjusting all states' schedules to suit it... Hah! Good luck given that some states don't even allow participation (or forbid coaches, etc.).
