This would be awesome and needs to happen. Penalty has to be greater than the benefit of doing wrong. Hesch is small potatoes, but the principle is the same as Lance Armstrong. Made millions off cheating, and if he's allowed to keep it, cheating makes rational sense, financially-speaking.
I'd guess j2scoop (the 29-year-old lawyer that was upset & calling him a piece of sh*t) might be happy to do this or help arrange this lawsuit with the proper attorney pro bono if there is not enough money involved.

Id consider filing a pro bono small claims action in a Jersey venue on behalf of anyone who claims they were owed $ as a result of his shenanigans in NJ. I can't speak to the likelihood of collection, which i would ballpark at under 25%, but that's not the point, right? I would imagine though, based on his results page, that the bulk of actionable claims in past four years would be proper in Cali.
If there's enough interest ill put something together. Id need info from claimants, the races, location of them, results, and winnings. RDs would be helpful as well. Small claims jurisdiction limits is $3,000 and under i believe in NJ.
