The 2011 IAAF scoring table gives both 13:18.27 and 27:52.43 the same point value of 1144. 27:30.63 and 13:08.81 get 1180, while 12:59.75 and 27:09.78 are 1211. 12:55.40 and 26:59.77 are good for 1227 points which are close to Solinsky's PRs, and 12:50.54 and 26:48.58 1245 points. Last summer Rupp did seem on pace for a 12:54-55 until Merga pushed him off the track.
It goes to show what exceptional, and rare, the collegiate performances were by Ritz, Rupp and Chelanga (and of course, Henry Rono, who's collegiate record was also the world record at the time). Basically anything under 27:50 is not to be scoffed at. In fact, there may have only been six official legitimate sub 27:50 performances in the NCAA ever.

Another piece of the puzzle. Samson Kimombwa of Washington State ran 27:30.47 in 1977. So how could Ritz and Rupp's records have been official collegiate records even if Rono's wasn't counted?

In 1967, Gerry Lindgren had the collegiate record at 28:40.2. That's quite a jump to 27:43. Was there a progression? Interesting quote from a Lindgren interview, though he's known to talk a lot of bs:
GL: "I got Prefontaine inspired about running. One summer when I was in college and visiting friends in Reedsport, Ore., about 15 miles up the coast from Coos Bay. There was a regional softball team that met at Coos Bay, and the people I was visiting had a son who had made the team, but Pre had been cut from the team. He was despondent and angry about it, so this kid asked me to go down and see if I could cheer up Pre, because he knew who I was. So I ran down to Coos Bay and knocked on his door. Pre opened the door and said 'I know you, you’re Gerry Lindgren.' Then he came outside and said, 'My God, you’re smaller than I am. I’m bigger than you, you’re just a wimp.' I don’t think I said a single word to Pre. He did all of the talking. He said, 'I’m going to kick your ass. I’m going to beat you. You’re just a wimp.' So I turned around and starting running back up the highway. Pre said later that he went and put on his shoes and chased me up the highway but couldn’t catch me. I don’t know if that’s true or not because I never looked back. I think that was 1966 or 1967 and that’s how Pre started his running career.”

To be fair, I did question the marks by Rono and Pre. This information isn't easy to find. Since you seem to have a good source, what exactly were the collegiate records after Lindgren in '67 an before...Kamau in '82?
4:27 pace is not gonna produce anything very exciting. I expected the first half to be at least 4:23 pace.

Very nice, three guys entered the top ten. Too bad Estrada is redshirting. Seems like a waste of what could have been a great NCAA season for him. Chances are, Derrick will still beat him in the trials after running NCAA championships.
