Oil is a commodity, the price is controlled by supply and demand. Which is why OPEC has more impact on the price than US monetary policy.
Because oil is priced in dollars, the dollar index has more impact on the price for other countries.
If the dollar is strong, then the price of oil relatively more expensive for the rest of the world
If the dollar is weak then the price of oil is relatively less expensive for the rest of the world

Which is why oil is relatively less expensive for anyone trading their currency for dollars assuming their currency isn't also inflated. (hence the vacuum)
