Doesn’t California have a mandatory vaccination policy for all schools and universities? How effective is this vaccine if a fully vaccinated or at least highly vaccinated football program comes down with 44 COVID cases (and counting). I’m vaccinated and I encourage everyone else to get vaccinated but I think it’s clear the vaccine isn’t as effective as we or the experts thought.

If one is inoculated (repeatedly?) with a high enough viral load they will test positive regardless of vaccine effectiveness. The magnitude of this outbreak suggests that's what happened here and is the department of health's contention per your linked article.
That is, the scale of the breakout is the result of a failure to abide by physical mitigation guidelines.
All of these 44 lab-confirmed cases involve people infected with highly contagious COVID-19, which spreads easily unless public health safeguards are used.
Cases emerged in an environment of ongoing failure to abide by public health measures. People in the program did not: Get tested when sick, stay home when sick, [or wear] masks indoors.
These simple measures keep people safe. Failing to do so results not only in individual infections, sickness, and worse, but also threatens the safety of all around them – especially those with compromised immune systems.
