Russia could only have taken the part of Donbas that did not include Mariupol; the major seaport and industrial area of Donbas. That is what Russia wanted, and Ukraine is never going to let them take it.

The problem is now it's going to be very hard to get sanctions relief while keeping Donbas. Removing the sanctions is a tough political move for western governments, especially in the US. And Putin can't settle without a guarantee of relief.
