I don't think he means "cure", I think he means "preventatively ameliorate". Sort of like the Norwegian XC skiers.

Though the lack of TUEs in 2014-2016 does indicate that maybe he is "cured".

"In (Farrell's) fifteen months with Team Sky [started fully Feb 2012], they have applied for two TUEs. One earlier this year, in season but out of competition, to treat a respiratory problem, the other to treat a medical condition before the rider went for a surgical procedure. The rider specifically needed a medication which was on the prohibited list. The operation was at the end of the season and he didn't compete for another three or four months."

Nobody broke the Team Sky omerta, but it came out thx to Fancy Bears.

Wiggins had applied for three TUEs at Sky. His problem? An allergy to pollen. Froome had applied for two TUEs at Sky. His problem? A respiratory inflammation. We don't know yet whether Team Sky's account of TUEs can be reconciled with the Fancy Bears revelations.

It's all very simple. Wiggins was a rogue who didn't follow the team. And the TUEs weren't during a race.

The new theory is that there was no "intent" to have the drug be performance enhancing. Only for it to allow return to a level playing field.
