Perfectly shrewd move on her part, makes sense to save your legs in preparation for the individual LJ and shot at making the medal stand at the WC in lieu of "trying hard" once her chances at Deca medal were over. And no, she could not simply drop out of the competition without being ineligible to compete for the remainder of the competition. Her brand is much more valuable with a medal and that 800m performance will soon be forgotten if she podiums in the LJ.

I think the honest-effort rule is a joke and leads to farces like this "run" and Mahkloufi's 800 in London.
But it is a rule, and she broke it. She should be DQed from the long jump due to obvious lack of honest effort.
1 - The LJ is a "bonus". Her bread and butter is as a multi-eventer. Once a good result became impossible attention focuses on the next chance to win a medal.
2 - As has been shown, she broke no rules.

11th place out of 12 starters in the LJ. That was really worth disrespecting the sport in the Hep 800.

Yeah, that 2:50 800 really wasted her, maybe she should have jogged it in in 3:30.
Seriously, this is the world championship. How many other people would make great sacrifices just to be there. Yet, here you have someone who don't even appreciate the opportunity enough to put in an honest effort, or at least have enough respect for her competitors or the millions of viewers, or her sponsors, to try fake a serious effort. How many other athletes are there that had no chance of medalling but still gave it their all? Saying that she was right to jog it in because she had no chance to medal is ridiculous.

Jogging it because no chance to medal AND have an individual event coming up -- I can see why that makes sense.
The OP is absolutely ridiculous. She had already competed in 6 events all out, and she's a sprinter type. Complete lack of empathy on Rojo's part. Startling, really.
