This happens all the time my local track.
If someone is doing a workout, even at 10 min/mile, they have the right to be on lane 1 and I would just go around them.
If someone is just walking or standing on first lane, during warmup I would ask politely if they could move to lane 2 when I start the workout, stressing that I will be wearing spikes and moving fast and I don't want to risk to injuring them. Never had any issue. Being a jerk, brushing shoulders and yelling "track" (they have no clue what this mean) creates a bad vibe and does not really solve anything.
Say 'Attention' and they jump away immediately.
Life can be simple.
P.S: For 200m intervals i use lane 4, as the curve is not so strong, which is better for muscle balance. Again simple.
Step 1: go to your car and get a baseball bat
Step 2: at full sprint, SPLATTER THEIR BRAINS ALL OVER THE PLACE
Step 3: now your workout is ruined due to a corpse in lane one so just retry tomorrow
If possible find a track and go at a time/day where/when more knowledgable runners practice.
It's a little presumptuous to expect people at a recreational facility or a neighborhood school to understand track etiquette.
Then I think we need to adapt our workouts according to the conditions.
One reason I love my road and trail running: flexibility.
P.S. I did actually have a literal dust-up once on a training recon run on the Dipsea! Couple guys were very territorial on the single-file sections. But then you gotta expect knuckleheads and take it as part of the deal.
I'm happy to see them in Lane 1 at my indoor track.
At my track, lane 1 is 9 laps to the mile, and lane 4 is 8 laps to the mile.

Unless you are training for the 200 or 400 specifically, just run in lane 2 or 3. What the hell difference could it make?
I live in an urban area and a bunch of "urban" folks who "lack access" utilize this track for walking and exercise. That's great and everything, but they saunter around the track constantly looking back. And heaven forbid they're within a half a lane of each other (out to lane 4 usually). Then they do that raucous laugh they do when I run past them. Very annoying.
