It’s a fashion show. Last I checked - kids are allowed to attend fashion shows. Also France most likely has a younger age for consent etc as Europe tends to in general for those regards. They don’t coddle their children like the US does.
Not sure what sort of fashion shows you've been to, but in the US, we generally don't condone grown men baring their testicles next to children in fashion shows.

It is possible for your ball sack to get caught hanging out without you knowing. This happened to me as a swimmer wearing speedos and there is also a scene in the inbetweeners where one of the guys has his nut sack hanging out in a fashion show wearing speedos, all whilst not knowing it.
