There are probably only 2 distance runners in the lower classes that could compete with the top class and that would be Dylon Nalley in the 1600/3200. Patrick Hilby could in the 800/1600. A couple of the lower class 3200 relays could probably finish near the bottom of the top class race, most of the team can run low 7:50 or under.
Guys like Gavin Genisio, Ethan Hogan, Gabe McClain, Dale Johnson, and the top Tuscola kids could also compete against the top of 3A. The past few years have had some distance phenoms from these smaller schools. But even so, 3A has much, much better depth. These same guys have been winning everything in 1A/2A for the past few years, meanwhile 3A is so crazy that 2nd place in the 1600 last year (and the top returner) and 2nd place in XC this year can miss out on the 1600 finals because his heat was a mere 3 seconds slower than the other 2.
But these are one off types, the Tuscolans are all seniors. Year in and out 3A is faster and deeper and the 1A/2A guys just don't have the overall top runners and depth to warrant a one class state meet; in fact a lot of them wouldn't even qualify for state. I think that 1A is getting better though.
But you can't realistically expect schools with enrollments in the hundreds to compete with schools in the thousands.

Plainfield South has Viger - 1:54 Boerger - 1:56 DeAlba - 1:58 Maloney can run a solid 800 too I guess, although he primarily runs the 1600 and 3200
They took second in the 4x800 at the state meet. They did have seniors Viger, Boerger, and DeAlba in that relay. The other guy was a freshman who split a 1:57.
DGN won with only 1 senior (Eddington), 2 sophomores, and 1 junior. Future is bright for this program.
