No, her MO is to go out hard and not die. She may not have a kick or know what tangents are but pacing has not been a problem. But I agree this looks more like she is dying than being outkicked.

But point 2 was trivially answered in this thread a long time ago, unless the post was implying there have been some completely out-of-the-ordinary, unlikely, unknown recent developments (like she’s immediately turning pro).
I do suspect she will show up at the BU meet. Most of the top F NCAA distance runners, including Arkansas, will not be at the Arkansas meet this weekend.
