Rupp was in 10,000AR shape and was going to Australia but that trip was cancelled. He instead raced the NY Half - on the old course, the pt 2 pt aided fast course on a perfect day. He didn’t break 60:30. Granted he fell but had he not he still would have not broken 60 and he got his azz handed to him WHILE in top 10,000 shape.
So his only in shape attempt, by your admission, is a race in which he fell.
Here are some more where Rupp was 'in shape.'
The one that qualified him for the '16 marathon Trials. He was not in the middle of training for something else. He did not have something important right after that.
The one where he did go under an hour but missed Hall's record. Many of you may suggest that he didn't want that record; that has been written numerous times in this thread. So if he slowed down just to make sure he didn't break it (Keep in mind, of course, that he could have broken it he wanted to. If he didn't do so, that must mean he didn't want to.) he was most certainly 'in shape' - better shape than the finish time reflects.
The actual AR attempt time trial. This seems to have been on the same trail as Linden's 50k. He picked the course, the time and day, and the other runners. It is hard to call this a tune-up race. Tuning up for what? It is hard to argue that he was in great 10k shape or marathon shape but not half marathon shape. He thought he could get it. Ergo, he was in shape.
This notion of fans not knowing Rupp's potential because his race results don't reflect it is nonsense. He has had plenty of time to break every US and World Record. We're waiting.....
Pretty sure everyone said he would not win the 5000m also and he did. If Grant can run 58's Jakob can run 57's. Jakob is better plain and simple even at a 10,000m's if he chooses to run it.
Jakob is a 1500/5000m runner and I couldn’t find any results for him that indicate he would as fast as Fisher in the HM.
Have you seen him race XC? He's the senior European champion, finished 12th at World Junior XC. His training is famously heavily threshold based so he is probably already prepared to run an excellent HM. I don't think Jakob would run sub-58 right now but he might with a little specific preparation over the next three months. I'd love to see him go for the World HM champs, which is a possibility, Jakob loves to race.

If he was capable of being a great HM runner, he would be gapping Europeans by up to a minute in XC. What would be the specific trading he would do for an HM? He’s been doing 90-100 mpw for years and you believe maybe increasing to 120 mpw and throwing in some long tempos will make him world class in the HM? He is what he is and that would be a 1500/5000m guy.
