I think this was mentioned last night, but the quality of this thread really takes a dive at night!
Wow, those Manchester 2009 photos are frustrating. I got thru the first 2700 or so of 11,569.
The photographer set up on a highway overpass that appears to have been around the halfway mark based on the order in which the runners are pictured compared to their 1/2 split. But unfortunately the photographer set up in a spot where runners could easily run behind him along the sidewalk. Everyone on the road was photographed, but maybe a third weren't. No Kip Litton, but lots of others are unaccounted for as well.
More promising is the section where the runners are photographed in a residential neighborhood. I can ID virtually everyone who finished around Kip in the pics, with the exception of two guys (433 & 554). Those two guys have pics on the highway overpass, though. No idea what part of the race that residential section is at.
There are a bunch of pics at the start line with guys milling about before the race. Kip doesn't appear there either, but obviously he crossed the mat at some point.
No smoking gun, but yet more suspicious absence of pictures.

If trying to pull 'something' out of the data, you could look at split times. Most runners in the top 50 have a positive 2nd half vs. 1st half split of almost 10 minutes. 4 have a split of 0 to +2 minutes. Kip is the only one in the top 50 with a negative split (-2:20): 1:28:13, 1:25:53.
I see that Dan above did some good additional photo research while I was drafting this. A sequential review of mid-race photos is indeed the way to go to better make an assessment. I think this one has to go into the 'questionable performance' category.

Kip has exactly 1 photo, and that is crossing the finish line. This is a small race (135 finishers), and if you look at the photos it’s obvious that someone would not be missed like that.

I saved this to my computer. I believe the top left is at a 2009 race, possibly Gasparilla (Florida) when Kip appeared to be somewhat ripped and in relatively good shape. The next four at the top are (I think) Gasparilla (Florida) 2010 when he "ran"(walked) a 17:33 5K. The top-right corner are at the 2010 Maine Half Marathon which he ran a MONITORED(supposedly) 1:28. The bottom-left 3 pics in the blue raincoat look very similar to Kip but I think they are someone else, at least right now I do, even though the subject is wearing the same SKINS shorts Kip wore at Maine Half Marathon And the bottom-right four pics are Kip at 2010 Boston, early on when he wore a long-sleeve black shirt and black pants, and later when he mysteriously popped on a BAA ballcap and took off what must have been 1990s style snap-away basketball windbreaker pants.

Sorry I am wrong. The top left where Kip is tanned and ripped is at the CRIM 10miler (as evident from the bib reading CRIM)
so far I dont believe guy in the blue raincoat to be KIP.
Reasons:
Bottom-left, 2nd photo on that collage (Jim Rhodes pic): has a more chiseled face, is much further back with slower runners (10000s bib number) and, as another poster pointed out earlier, does have a ring on left-hand ring finger.
