If a lawyer represents a company, the lawyer can talk to multiple people in the company at the same or different times and maintain privilege over all those communications. I can only assume the same applies when a lawyer is talking to government branches or agencies. In other words, the President doesn't have to clear the room every time he wants to talk to the White House lawyer. That would be unworkable and inconsistent with the purpose of the privilege.

I'm not sure the lines you are drawing -- national security versus "election or politics" -- are accurate. The privilege is broad. Certainly any communications discussing Pence's legal obligations as VP to certify the election, which I think is what you are getting at, would be covered by attorney-client privilege.
Anything unrelated to White House affairs would not be covered. So if Trump asked Cipollone whether he can legally throw a plate of food at Giuliani, and Cipollone told him to go for it, that would not be privileged, because its stems from Trump's personal feeling toward Giuliani's, rather than anything to do with running the White House.
