Of course it doesn't, but there becomes a DAY or a moment in time when it is clear there are issues, and that was NOT there prior to and including the State of the Union address. He crossed a line sometime between then and now. Someone with dementia can NOT perform like he did for the State of the Union, and even where he is now, it is clearly in the early stages. I have said that Biden wins unless he is dead or infirmed. Biden is clearly now infirmed (Reality Czech says that's not true, so clearly not me). Now, that doesn't mean Biden WON'T win, but it isn't a guarantee anymore.

While I think Kamala Harris would do a great job as President, I believe she would be the hardest to vote in today of realistic candidates.
If difficulty getting voted in weren't an issue, I would prefer these people in order of preference to replace Biden ahead of Harris:
