You cannot go by GPS measurements as proof of courses being measured to 13.2. GPS watches tend to take turns wide and aren’t traveling in 100% straight lines, which over time adds some distance.

It’s similar if 115 MPW make Brian as tired as 150 MPW make Jim. They both raced tired, Brian beat him by a minute, Brian isn’t a contender for the trials. Simple.
I don't know about everyone else, but I'd rather run 61:09 on 115 mpw than 62:15 on 175 mpw.
I got my info wrong but my point is still correct, all certified courses will be long for runners because they measure by the shortest possible pathway which no runner can possibly take. Clearly stated by USATF here:

So it’s fair to say he’d run 1:03:30 at Houston. He could go quicker with more comp perhaps but he had guys right in front and behind him today so who knows.

Walmsley is a 100 mile specialist. He is much better at the marathon than at the half marathon.
For all the others it's the other way round.

Of course he can crack 1:04 he’s a talented guy he could probably run 2:12 if he trained for it seriously. Problem is trail trolls think he can pull a top 10 finish off without fully committing to roads and it’s absurd.
