Because the extra 2 or 3 years can help them to run faster.
Which case do you think would help you run fastest your last year of eligibility:
1. Train five consecutive years after high school without a break.
2. Train one year in college, then take two years off without training, then consecutively complete your last 4 years of college.
3. Take two years off without training after high school and then have 5 consecutive years of training after the two years off.
Case 1 and 2 are what missionaries do.
Which cases cause a loss of a productive year or more or at least a substandard year or more? The guys who go on a mission (that can be mitigated somewhat with a redshirt year).
