Yes, someone who gets it. It's the prototype factor. It doesn't matter that the shoe aids. It's the fact the shoe isn't available to everyone. It's in the IAAF rule 143 only. USATF doesn't have this provision in their own rule 143.
Everyone arguing about whether they are advantaged is missing the point.
