As has been preached by malmo, myself, and others, the vast majority of people think "good" hurdling means sprint hurdle technique. Is this what you're referring to Rojo?
Kipruto actually IS a good steeple hurdler. His center of gravity moves forward at all times, he accelerates (relative to others) over barriers, and most importantly, he loses no momentum at all and he doesn't go too high.
So, yes you should be a good hurdler to run steeple. It's just that "good" for steeplers is a different definition than for sprint hurdlers.

Hopefully Kemboi has resigned to the fact there is a new kid in the steeple and he needs to find another event if he wants to keep winning(hopefully). Today he had no answer when Conseslus began to wind up in the last lap. I think Conseslus used the fast pace at the start to destroy Kemboi's ability to kick at the end.

What a great steeeple. No excuses for Kemboi here.
They were saying on teh BBC that Kemboi asked for the rabbits to go out in 236 which is what happened, but it was Kipruto that was right on it with Kemboi back in 5th. At one point, I wasn't sure Kemboi was going to get back up there.
But he did and at that point, I was wondering if Kemboi had played everyone and known that 2:36 was too fast so he ran more even to save energy.
The pace did slow but Kipruto pulled away on the final lap.
Two takeaways.
1) Kipruto is the man to beat
2) don't let anyone ever tell you you need to be a good hurdler to be a good steepler:
