In his 1:43.8 he beat both Cruz and Barbosa, and was in the pack for the entire race, running all 3 bends wide. You can take off 0.7 straight away for running wide

Aouita had a 46.9 400 pb and was the world record holder for the 1500m, with a pb more than a second faster than Webb's. There is no way Webb had anything approaching sub 47.0 sec leg speed

he ran that off basically his 1500 training unlike aouita who trained for both 1500/5k
he reached the bell in ~ 12'05, which even with a mediocre 60s last lap wouda given him 13'05
i thought that he might squeeze out a 57/58 for a 13'02/13'03 which is only 4 - 5s behind aouita off just webb's 1500 training
in actuality he faded badly on the last lap to 13'10, but for 11.5 laps he looked good for close to 13'00 - lack of specific 5k training only caught him out on last lap
i have little doubt that in '06 off his 27'34 he wouda gone a 12'55
Aouita was better over 800m and 5000m, ergo his potential best time at 1500m cannot be inferior to Webb's, as you have claimed.
