The author states that the reason we are falling behind the asian countries are because of our long summer vacation. Study something over the summer.
Learning isn't something you just do in school, it's something that is done throughout your entire life, at all times. Being learned is like being good at running: you can't expect to be so if you don't put in the work.
If you're motivated, then keep studying out of school.
If you're not, then don't, but don't complain about "the Chinese being smarter thans 'us'".
