Most Americans run their peak times in this event around 25 years old.
You have your outliers, but look at the bulk of the Americans over the years ... ryan hill, evan jager, chris derrick, rupp, ritz was ~25? i could go on

Let look at some athletes competing in the pre and post "Super Spike" era.
Selemon Barega Ran his PR 12:43 in 2018 (Pre-Super Spikes)
Yomif Kejelcha ran 12:46 in 2018 (Pre-Super Spikes) and his PR from last year 2023 is 12:41.
Hagos GEBRHIWET Ran 12:47 in 2012 and 12:42 in 2023.
The years you looked at are so arbitrary (1996 and 2023?)
In the 2012 Paris Diamond League 5k 11 people ran under 13 if you remember.
As you have said yourself. Pacing and lights help a TON in getting fast times.
I'll say about 4-5 seconds for the shoes.
