The other girls EARNED the privilege of running a tactical race. The runner focusing on mile races and 3k races without running the standard should go if she sneaks in on a nebulous World Ranking?!?

Why would they do that? Because, I suppose, the meet insiders are also involved with (have a say) in setting up WA ranking process.
I don't think anybody plans to make the team via world ranking. Hitting the standard is cleaner and safer.
Nevertheless, the field should now be well aware of how world ranking and xc offer a fall back option.
The ladies 10k team may very well have no auto qualifiers.

She knows she doesn't have the best kick in the world compared to someone like Cranny who dusted her over the last 200 at this year's US 5k finals. Monson lead pretty much all of that race until Rogers made a move with 3 or so laps to go and then Cranny just outkicked them over the last 250. Monson already had that standard but was still the one leading and she pulled Cranny and Rogers to the standard.

Most track fans believe in the top 3 at trials as the decider, with no concern about standards. Ie. In a big country like USA, top 3 at trials is good enough even with upsets.
So in your scenario Kelati coming 3rd certainly trumps Touhy. In the real world of course, Kelati would also have to have a high enough world ranking, or go run the standard after the trials to make the team.
