Charles Hicks is an American citizen that because of an “accident of birth” was born to wealthy Floridians working in London. The family moved back to Jacksonville when Charles was a preteen. However his WA allegiance is the UK because he was asked to run for the UK Junior Team before he projected as someone that might make a U.S. team someday.
Therefore we shouldn't claim Hicks as an American runner if he's not going to represent the US

One reason some are making a big deal about Blanks's victory is because of his demographic profile (21 year old American guy from an Elite college that had never produced an individual NCAA XC before). My point was that Hicks has the exact same demographic profile (and they have even more in common because both are the product of Southern Prep schools) so Blanks's victory is not that out of the ordinary if the guy that won the year before has the same demographic profile.
The N in NCAA stands for National. Which is the United States of America here.
