My guess is that they're holding out these two because they are only allowed 7 runners and need to see who should be their 5-7 in the championship race.
I am not sure but I thought the rosters had to be declared prior to regionals and only runners declared there could run in championship (and only 7 of course)?
They can initially declare up to 14 athletes. Why would a team NOT wish to declare 14 athletes, if they have that many on their roster? There doesn’t seem to be a downside to declaring the maximum, unless I’m missing something:
Section 2•3 Selection Information ENTRY FORMS AND DECLARATIONS (REGIONALS AND NATIONALS) Coaches will be allowed to submit a maximum of 14 student-athletes on the entry form. Only the 14 student-athletes listed on the entry form may compete in the regional and/or national championship meets. Coaches will not be able to change the 14 student-athletes on the entry form should the team qualify for the national championships meet. … Each institution should print a copy of its entry forms to hand-carry to the regional and national sites.
Declarations. Coaches may declare, during packet pickup, student-athletes who were submitted on the original entry form (maximum of 14). The runners declared for the national championships may be different than those who competed at the regional meet, but all must have appeared on the original entry form submitted by the aforementioned deadline. If an institution declares more than seven student-athletes during packet pickup (i.e., takes an eighth or ninth set of chips and bibs), those additional chips and bibs must be returned to meet management in the clerking area not later than 20 minutes before the start of the race. Hosts should give specific instructions during the coaches meeting as to where to deliver the extra chip(s) and bib(s).
… Regional meet directors will notify institutions of the declaration procedures for the respective regional meets. Declarations at the championships site must be made Friday, Nov. 17, during packet pickup. Declarations must be made in person by each coach at the location designated by the host institution. Final declarations will not be accepted by telephone or email. An employed representative of the student-athlete’s institution or a coach from a participating institution may declare for a team/individual, if necessary. … Replacements. A replacement may be made up to 20 minutes before the start of the race. The possible replacement must be designated at declarations during packet pickup and be listed on the entry form.

Yes and maybe to give them a break? Chmiel and Stephens ran well at ACCs but also looked a little gassed. But I agree, they probably want to see who can be their 4-7 scorers.
So, is Stephens and Chmiel out for nationals then?
No. Both are among the 13 registered runners for NC State at Regionals with a bib and chip. Any of those 13 can run tomorrow at Regionals and/or at NCAAs.

Yeah, Oregon doesn't appear to be sending their full A squads. The women should qualify no problem, but the men are going to be in a real battle for a spot.
