Okay, dumb question. But it's a legitimate question from me, Big Bubba.
Let's say, cyclists log 18 hours weekly on a bike at 145 heart rate.
Are they fitter (in terms of just overall ('aerobic') fitness) than runners who do 8 hours weekly at the same heart rate?
Will they be able to advance quicker in terms of overall fitness?
It's just different. The cyclist should be a little better at their sport on 18 hours/week compared to the runner at 8 hours/week. 10-12 for a runner is probably the same.

Exactly this. I could take myself places with 12-14 hours of cycling training that I never could with running the same amount of time. Most of my rides were solo with a power meter in the crank or on the wheel, so it wasn’t like I was hanging out in a peloton and coasting. While there are aspects of cycling that are ‘easier’ than running, there are some that are harder.
Much more than 10 hours per week with running and there were times where my legs just wouldn’t go… That never happened in cycling. Sure I bonked at times because I rarely ate, but your power meter doesn’t lie and you can always pick it up to hit the number - spin faster, stand, increase your gear ratio, whatever. I could never do the same thing with running.
