I’m no boomer and grew up in the 90s.
this discussion has me thinking about a sizable second tier of bands that had significant cultural impact, for sure, though maybe not as massive as some of the ones earlier mentioned.
Of that second tier, I would put forth for consideration:
- Talking Head (art rock and movement to start drawing from the art of other cultures for influence, esp. in David Byrne's later work)
- David Bowie (gender ambiguity)
- Queen
I am sure there are others.

Come on- Taylor Swift, Kanye, and Adele are at least as influential culturally as all but a handful of 20th century artists. The OP would have been on firmer ground if he'd noted that there aren't many culturally influential modern rock artists. I love rock but, yeah, it's pretty well dead as a cultural force. Pop and hip-hop are alive and well, though, and have produced plenty of masterpieces in the last 20 years.
