You "Race" to win...PERIOD! It's a very simple concept unless you've never experienced it. It's basically wanting to watch a 1500m race as opposed to a 3 lap jog followed by a 400m sprint.
As well as wanting the resulting performances to somewhat match the capabilities of the runners.
I watch the races to see who was the fastest over that distance on that day, therefore an outcome that doesn't satisfactorily answer that question is, well, unsatisfying.

I'll give you credit for that answer, only because I understand and support what you're saying, BUT...you're talking about two different types of "racing".
1) Championship Racing (Oly Games, World Champs, etc...)- The #1 priority is WINNING! No matter how fast or slow. Simply who gets from point A to point B first.
2) Racing for times (AR-WR)- These are set up with pacemakers, lights, in nice weather if possible (evenings). These are your typical Diamond League events (Oslo, Zurich, Monaco, Hengelo, etc...) Unfortunately, we don't see too many American records and or World records in championship events, especially the distance races. Too much risk/reward and the money for fast times and records is HUGE in Europe.
