This guy had a criminal record for similar behavior, then he actually assaults police officers and he gets no jail time? That really does seem remarkable. Any LRC lawyers know if this is common and maybe not as remarkable as it seems?

It really depends on extenuating circumstances. Mental health situations tend to be treated differently. Nobody here knows what was brought up to the DA and judge. Whether the defendant sought mental health or substance abuse treatment. What the victims positions were to the court.
Probation is no joke. You can't leave your home county without permission. Can't associate with certain people without permission. Can't drink. Can do reactional drugs. Even a speeding ticket can sink you. Mess up and you're out of options. Probation can be a lot more productive for the defendant and society. Part of it may also hinge on remaining in treatment, employed, etc.
The desire to throw everybody in jail where COVID spreads like wildfire is also much less intense right now.

He was offered a plea deal but when it came time to plead guilty and take the plea, he chose a bench trial instead. In spite of the efforts by his attorney to get the felony charges reduced to lesser charges, Rossi at the last minute decided not to proceed with the bench trial (likely in part because he knew he had no defense, especially since there is police video, except for being a complete self-absorbed A-hole and drunk) and accepted a sweetheart plea deal for one of the two felony charges with no jail time.
While you make some valid points, this was not a case where he is a first time offender, or even second time offender. That is the problematic part. Each time, his actions have resulted in greater violence. In his 2017 arrest, the woman's whose face he tuned up was his now ex-wife's. Since she was too scared and didn't show up twice for the court hearing, the one in which Rossi couldn't even admit to a reporter that he was in fact the infamous Michael A. Rossi (ironic his middle initial begins with the letter "A", see above reference in parentheses), the case was tossed. Yes, probation can be productive under the right circumstances, but this isn't one of them and he is not the model "citizen" for it. The SCI prison population in PA is 36,977. The total number of deaths due to covid is 141, or 0.0039%. Hardly wild fire. There were a greater number and drastically higher percentage of those in nursing homes who died because of the governor and his inept secretary of health, R. Levine, and there were not criminals who hurt or affected the lives of others. Currently as of this morning, there are 34 active covid cases in the PA prison system. I am sure more active covid cases crossed the border illegally yesterday or were aboard the transport plan that left Afghan two days ago that had 640 people aboard, none of whom had masks on in the picture.

After reading the article about Mike Rossi, I can't understand why such an aggressive and very angry person is still not in prison? Personally, in my opinion, if a person does not respect either the law or the rights of people, he should not be in society. Such a person is not only psychologically unbalanced, but also dangerous for society. Why hasn't such a person been sued yet? For example, if I was attacked by an incomprehensible man, I would definitely sue him and ask for compensation for moral and physical damage. Such people need to be punished so that they can understand their mistake and stop doing bad things to others.
