I wouldn't say "underperforming". CWU usually finishes 4th or 5th (middle) of the conference consistently on the mens side, and he has had major success for the women within the last decade (qualified for nationals 2-3 times). He doesn't get the same level of recruits as the top 3-4 teams in the conference so with the talent he has does a phenomenal job developing the small talent he gets. He does a great job at getting his athletes to peak at the championship meet.
Ellensburg is not a great place to train relative to the other cities in the GNAC.
