By nature, shelling is somewhat indiscriminate. You aim. You miss. Sometimes a lot. Some ordinance is launched miles away with no line of sight.
But one can probably and reasonably argue the Russians are aiming for targets which it would seem they ought not to.

The accounts in Donbas are are conflicting but it appears nether side targeted civilians on purpose.
