Go back and follow the timeline of when those websites were "discovered" and perhaps - if you are a smart boy - see who likely created those websites.

The "timeline" of those websites is completely obvious. Kip got caught cheating in the Detroit Free Press Marathon relay, and during the inquiry process he felt the noose tightening around his neck.
He first denied the allegations that he didn't run the entire distance, and wasn't capable of the pace claimed. As part of his denial, he started to create these fake race results in hopes they would support his claim that he was capable of running the time he posted for the relay leg. He had to fake this because the time was way beyond his capabilities, and beyond any of his past race results. He offered one of these races as "proof" to the race official questioning his results and threatening a DQ.
After getting DQ'd, he changed his earlier story from "100% certain he ran the leg, and was in great shape, with a great recent marathon at altitude beating somebody who WAS capable of running the pace posted in his relay leg". The new story was "I must have made a wrong turn, and I am very sorry for the mistake which was obviously unintentional because I am an upstanding citizen and respected dentist, whose character is beyond reproach, yadda yadda yadda." The guy has obviously lied many times, and thankfully he did it enough that people were able to put 2 & 2 together.
Whether Kip Litton, DDS typed up those websites (doubtful), had a buddy do it knowingly (doubtful), or deceived Ben Millifoglie into creating them under the story that they were legitimate races (my guess), it really doesn't matter. It is obvious by the timeline that Kip had a hand in their creation, and it is obvious why Kip had them created. He was trying to squirm out of the hole he dug himself.
