I already cited precedence: the IAAF banned everyone who raced with banned Toothpaste-Nandrolone-Baumann during a German Championship 20 years ago. Baumann actually did have an injunction, so the German TF could not stop him.
I don't think the situation is that different with banned Burrito-Nandrolone-Houlihan during an American Championship (aside from the possibily missing injunction).
I really don’t know myself what the answer is. But it doesn’t seem cut and dry.

Beyond the legal wranglings, this is the absolutely worst thing for the sport. Her participation is a guarantee to pull a pall over the entire trials.

Other sports understand this, and don't do as much hand wringing over (comparatively much larger) scandals. I'd say the NFL, MLB, NBA, NHL, etc., is still doing okay.

She's using something else. That something is either A. Illegal B. Unethical in the eyes of the very same people that are saying shes innocent and therefore would make a terrible cover story either A or B.
Try that excuse on your community. "hey, i couldnt have murdered that person because i was actually cheating on my wife at the time"

However, the appeal process does not free the convicted criminals from their prison cells.
Nor should it free SH from her 4 year ban until AFTER and/or IF she wins her 2nd appeal

Houlihan's situation is very similar to that of Mary Slaney's in 1997 after the IAAF suspended her for high T/E ratio. She had filed an appeal in court contesting her suspension and wanted to run the 1500 at the 1997 USA championships. USATF was going to allow her to compete, but the IAAF warned USATF of their contamination rule in regards to other runners competing with an ineligible athlete. I believe Slaney eventually withdrew, as she didn't want to jeopardize the standing of the other athletes. Here is the article (which also alludes to the Butch Reynolds incident).
